A device according to the present invention includes: an injection forming unit (10) that produces a resin preform having a bottom; a blow forming unit (20); a support part (270) that supports the preform; and a conveying unit (30) that conveys the support part (270) to the blow forming unit (20), wherein the blow forming unit (20) further has a first mold unit (210) for performing a first step in which the preform that was produced with the injection molding unit (10) is subjected to heat-set blowing at a first temperature, a second mold unit (220) for performing a second step in which an intermediate molded article that was blow molded through heat-set blowing is blow molded at a second temperature to produce a container, said second temperature being lower than the first temperature, and a movement unit (240) that can move the first mold unit (210) and the second mold unit (220) relative to the support part (270) in order to perform the first step and the second step continuously.
