Zusammenfassung:	A device has a database containing information about construction projects for an infrastructure network. A geographical area affected by the construction project is associated with each construction project. The device also has an interface for communication with a mobile terminal of a user and a processing device. The processing device is configured to determine the position of the mobile terminal, to transmit information to the mobile terminal about a construction project with an associated geographical area containing the position, and to receive an investment instruction from a user of the mobile appliance for the implementation of the construction project.
