a lipophilic porous powder dispersed in the aqueous medium;
an oil having a viscosity of 100 mPa–¡s or less, the oil being kept by at least some of pores of the lipophilic porous powder; and
a dispersing agent for dispersing the lipophilic porous powder in the aqueous medium. |
