The bone void filler material comprising a biodegradable matrix having ceramic cement beads comprising calcium sulfate, and ceramic particles disposed within the matrix. The ceramic cement beads are loaded with the therapeutic agent to cause sustained release of the therapeutic agent. Methods of use are also disclosed.
