Thermoelectric converter (12) has a thermoelectric element built-in. First and second heat conductors (13) and (14) face each other through thermoelectric converter (12). First gap filler (24a) is disposed between thermoelectric converter (12) and first heat conductor (13). First sheet material (26a) is disposed between first heat conductor (13) and first gap filler (24a) and/or between thermoelectric converter (12) and first gap filler (24a). First sheet material (26a) has flexibility. A surface of first sheet material (26a) opposite from first gap filler (24a) is anti-adhesive surface (28) having lower adhesiveness than first gap filler (24a).
