The system is characterized by including a vehicle, a vehicle information collecting device which collects vehicle running information, a vehicle operation assistance presenting device which assists a driver's vehicle operation, a vehicle information controlling device which controls the vehicle information collected by the vehicle information collecting device, a driving operation command calculating device which calculates the driving operation to realize target power consumption, an operation assistance section extracting device which extracts only the vehicle information having the power consumption exceeding a threshold from the vehicle information of the vehicle information controlling device and extracts a difference signal different from the target driving operation, an operation assistance information analyzing device which extracts an operation assistance parameter effective in the operation assistance of a driver by analyzing the operation assistance information from the vehicle information, and an operation assistance information creating device which modifies the difference signal based on a result of the operation assistance analytical as the operation assistance information.
