Zusammenfassung:	A SIP control apparatus is provided. The SIP control apparatus is connected to a management apparatus controlling call processing policy in an IP network, and controls a voice call made by a user apparatus. The SIP control apparatus includes a determination unit configured to, in the case where a call connection request is received from the user apparatus, determine whether authentication of the user apparatus has been completed by querying the management apparatus; and a call processing unit configured to, in the case where it is determined that the authentication of the user apparatus has been completed, perform call connection processing without authenticating the user apparatus.
