Zusammenfassung:	The invention relates to a value document substrate for producing value documents, in particular bank notes, comprising at least a carrier layer and a first cover layer, wherein the first cover layer is a film layer and the carrier layer is a paper layer or a film layer and the carrier layer is connected to the first cover layer by means of at least one adhesive layer and the adhesive of the at least one adhesive layer contains a chemically unstable inorganic characteristic substance and stabilizes said characteristic substance against harmful environmental influences, in particular with respect to moisture and/or oxygen and/or solvent and/or acids and/or bases and/or oxidant and/or reductant, by means of the three-dimensional cross-linking of the adhesive.
