The receiving unit (21) receives a lane signal transmitted through each of a plurality of lanes (L1, L2) from a transmission device (30) that partitions an OTU frame into a plurality of the lane signal. For each of the plurality of lanes (L1, L2), the extracting unit (222) extracts, from the lane signal received by the receiving unit (21), data included in an overhead of an OTU frame. The outputting part (223) outputs, as information indicating communication conditions of the lanes (L1, L2) transmitting the lane signal from which the data is extracted by the extracting unit (222), information relating to the data extracted by the extracting unit (222).
