[Solution] Water that can be used for emulsifying oil according to the present invention can be produced from: a combination of a metal hydride to which hydrogen has been bound in the form of its negative hydrogen ion (H - ) and a hydroxide; a combination of a first type of metal hydride to which hydrogen has been bound in the form of a negative hydrogen ion (H - ) and a second type of metal hydride to which hydrogen has been bound in the form of a negative hydrogen ion (H - ); a combination of a metal hydride to which hydrogen has been bound in the form of a negative hydrogen ion (H - ) and a hydride; a combination of a metal hydride and a mineral; a combination of a metal hydride to which hydrogen has been bound in the form of a negative hydrogen ion (H - ) and hydrogen gas; or a combination of a metal hydride to which hydrogen has been bound in the form of a negative hydrogen ion (H - ) and a metal.
