Zusammenfassung:	To provide a vehicle control apparatus capable of preventing shift shock and also of efficiently utilizing an output torque from an engine. A vehicle control apparatus according to the present invention includes a target value determination unit (55) to determine a target engine torque, a target value restriction unit (57) to restrict a target engine torque such that the output torque becomes smaller than a load torque input from a torque transmission path to an engine (20) when the rotation speed of the engine (20) exceeds a threshold, and a restriction release unit (59) to release restriction on the target engine torque before the inertia phase is started during a gear change period.
