Zusammenfassung:An eNB 110 includes an HO activation metric acquisition unit 111 which acquires a metric indicating a state of a voice call to be processed through the eNB 110, a mobile station state acquisition unit 112 which acquires a state of a mobile station processing the voice call, and an HO processing unit 113 which transmits a handover instruction, instructing a handover of the mobile station to a 3G system, to the mobile station when a value of the metric acquired by the HO activation metric acquisition unit 111 exceeds a predetermined threshold and when the state of the mobile station acquired by the mobile station state acquisition unit 112 satisfies a predetermined condition.
