Zusammenfassung:	The flow conditioner (1) has a pipe (9) that is provided with a constriction (15) having a reduced cross-section pipe. A ring-shaped element is arranged inside the pipe, and is provided with an outer diameter smaller than the inner diameter in the axial region of the pipe. The normal surface of areal web is not in parallel to the pipe axis (A) of the pipe. The normal surface of the web is perpendicular to the direction of the pipe axis. A surface of the web in the pipe is extended radially and outwardly. An independent claim is included for a through flow measurement system for measuring fluid through flow through pipe.
