Zusammenfassung:	The present invention relates to the communication field and discloses a method, an apparatus, and a system for processing priority services to overcome a problem in the prior art that priority services initiated from a network to a target user cannot be provided. The technical solutions provided in the embodiments of the present invention include: determining a service to be carried out with a target user equipment as a priority service; and creating a priority service bearer for the priority service, and carrying out the priority service by using the priority service bearer. The embodiments of the present invention are applicable in an IMS-based communication system.
