The steel includes the following elements (contents in % by mass): C 0.07 to 0.15, Al 0.05, Si 0.80, Mn 1.60 to 2.10, P 0.020, S 0.010, Cr 0.50 to 1.0, Mo 0.10 to 0.30, Timin 48/14×[N], V 0.03 to 0.12, B 0.0015 to 0.0050, with the balance iron including usual steel-accompanying elements.
