The method includes receiving (205) parameter information associated with a matter, associating (210) the parameter information with a mailing, receiving (215) statistical information, the statistical information including historical performance data of at least one carrier, determining (220) a delivery sequence for the mailing based on the received matter parameter information and the statistical information, and outputting (225) the determined delivery sequence for the mailing.
