[Means for Solving the Problem] There is provided an inorganic electrolyte setting agent capable of rendering heavy metal ions nonhazardous, including an aqueous solution as a main agent mixed with A below and also at least one of B and C below: (A) sulfuric acid, (B) at least one of aluminum sulfate and polyaluminum sulfate, (C) at least one of polyferric sulfate and ferric chloride; and an aqueous solution as a concomitant agent mixed with D below: (D) at least one of potassium silicate and sodium silicate.
