The supply cylinder comes into contact with a transfer target body and supplies a transfer liquid to the transfer target body. The viscosity reducing agent supply unit supplies a viscosity reducing agent which reduces a viscosity of the transfer liquid to the supply cylinder after the apparatus emergently stops and before the supply cylinder starts transfer.
