The system also comprises calculation means (22) of interference value for determining the interference caused by the first cells and the second cells near the first cells by calculating an interference value for each frequency generated, calculation means (23) of quality value for calculating a quality value on the basis of interference values of the frequencies, and control means (24) for controlling the generation means (21), the calculation means (22) of interference value and the calculation means (23) of quality value to generate several frequency proposals, to calculate interference values and quality values of these frequency proposals, to compare the quality values of the frequency proposals and to select the frequency proposal with the best quality value.
