Zusammenfassung:	An arrangement for covering optionally sloping surfaces of bulk material (1), in particular soil or landfill material, having a sealing web (2) which is provided with a covering filling (11). In order to improve the adhesion between the sealing web (2) and the covering filling (11), on the sealing web (2) is arranged a rough layer (4), above this an adhesive non-woven material (5) combining in an adhesive manner with the rough layer and above this a holding mat (6) combining with the covering filling (11). The adhesive non-woven material (5) and the holding mat (6) can be a known geotextile drainage layer which is employed conversely to the customary drainage arrangement.
