The passenger 6 without a travel document is determined, who is unable to make registration of payment through the points 14 of the registration of travelling payment. Until he does not make the payment of travelling through a terminal 18 by means of the cash resources or by a bank payment card, he is identified by the system as a person who has not paid for the travelling. The system also "watch" the registration of travelling payment by the passengers 4, 5 with the electronic travel documents 1, 2 through the points 14. Until these passengers do not make the registration of payment, they are considered as stowaways. For example, after the registration of payment a passenger 4 has a confirming receipt 3, and a passenger 5 who has not made the registration of payment, does not have such a receipt. Due to the fact that every electronic travel document has its personal identification number, determined distantly, the system has an opportunity to watch in real time the change of the passengers in the vehicle at stops and to provide a realistic picture of the number of passengers and whether they made the registration of payment or not. A module 15 analyses data collected from all elements 14, 16-18 and calculates the number of stowaways at the moment, passes these data through the channels of wireless communications 9 to the central complex 7.
