The reinforcing layer may be a welded lattice, a patterned layer of binder and fleece fibres, produced by imprinting the fleece with binders by means of a rollers having a relief surface a layer of compressed fleece or a layer of synthetic foam. Preferably the composite is needled to loop the fleece through the reinforcing layer, then sprayed with a sea-water and chemical resistant binder or heated to soften lower melting point fibres more than one layer of fleece and of reinforcement may be present, with differing fibre types 1 diameters 1 densities. The fleece may be contained within a foam layer. In one embodiment four layers of fleece are adhesively bonded welded, needled or felted together. To anchor the mat to the ground, and lose soil to the mat, section of mat are joined by seams clips or welding so that alternate seams project above and below the mat. An intermediate layer of material may be introduced into the seams, and may have a loop at one or both ends. The mat may be folded at right angles to the longitudinal direction and the folds quilt seamed adhesively bonded or welded to increase anchorage.
