A filler for a tobacco product is prepared by puffing tobacco stems, moistening the outer portion of the puffed stems, and passing the puffed, moistened stems through a gap of 0.02 to 0.05 inch between spreaders which are maintained at a temperature of at least 100‹C. and which separate the surface layer of the stems. The moistening may be effected by immersion in water for from 5 to 60 seconds or by subjection to steam for from 2 to 60 seconds.
