A power controlling device for a micro-computer utilizes hardware monitoring means to control a power saving system so as to prevent the problem of incompatibility and not to increase the loading of the CPU. Signals from an address bus 2 are converted at 4 to analog form and compared at 12 with upper and lower voltages 13, 14 to determine whether addresses on the address bus 2 correspond to the running of a waiting program. The output 5 of the converter 4 may be integrated at 6 and compared at 8 with further upper and lower voltages 9, 10 to determine whether a program is running repetitively. The power saving system utilizes the output of comparator 12, or the outputs of comparators 8 and 12.
