A seat belt mounting device for a vehicle has a track 26 fixedly mounted to the vehicle and the seat belt 14 connected to a member 30 mounted on the track the member 30 having a scraper portion 74, 76 which engages an energy absorbing member 68 such that a pull on the belt which exceeds a predetermined value causes the scraper to gouge grooves in the energy absorbing member 68. The belt 14 is mounted within the member 30, by means of a spring-loaded reel 38 and allows the wearer to move normally. On sudden pulls the belt causes a roller 50, normally biased away from rollers 40, 42, to move toward these rollers which then rotate until flat portions 48 engage the belt and lock it against further movement thus causing the member 30 to move relatively to the track 26.
