The method involves identifying cells to be observed over a time span. A power level variance for each cell is determined over the time span. The power level variance is stored in a memory. A processor is coupled with the memory. One of the cells including the power level variance, which is smaller than the other cells, is switched on by the processor. A wireless device is operated in a mode of reduced activity when the power level variance of the cells lies in a power level variance region. The cells are fluctuated with time.
