The invented contact element for making contact of an electrical conductor covered with an insulating jacket by cutting through insulation and clamping has a contact body (1) with a cutting and clamping part and with a spring (9) encompassing the contact body (1). The spring (9) is arranged movably with respect to the contact body (1) between a cutting position, in which is forms a rigid support of the contact body (1) edge (5) when gutting through the insulating jacket (4), and a clamping position, in which the spring (9) is at a certain distance from the contact body (1) edge (5).
