The instrument uses a photo sensing apparatus, a crystal oscillating apparatus, a power amplifying apparatus, a register-translating apparatus, a digital displaying apparatus, a warning apparatus, an actuating mechanism and a stabilized direct current circuit to form a dripping number monitoring and displaying system and a warning and controlling system. Therefore, the instrument can display and automatically control the speed of the medical liquid being input into the body of a patient. When the medical liquid in a hanging bottle drips out, a needle head falls away or the needle head doesn't insert into a vein, a liquid infusion system can be automatically closed.
