The center of the second pulley cover is extended with an outer ring body and an inner ring body, a pivot groove is arranged between the outer ring body and the inner ring body, the upper end of the outer ring body is at least extended with a spring slice fastening body, and the bottom end of the inner ring body is at least provided with a spring slice fastening body. The first pulley cover and the second pulley cover are combined together so as to make the spring slice fastening body of the outer ring body of the second pulley cover buckled with the fastening groove of the flange of the first pulley cover. The back end edge of the revolving ring extends outward to be circularly provided with a stopping part, and the front end edge is circularly provided with a fastening part extending inwards. The front end edge of the revolving ring is positioned in the pivot groove of the second pulley cover through the first pulley cover so as to make the fastening part on the front end of the revolving ring buckled with the spring slice fastening body on the bottom of the inner ring body of the second pulley cover, and thus, the stopping part of the back end is bunted with the flange of the first pulley cover. The users can hold the handle of the revolving ring by hands to make the first pulley cover and the second pulley cover rotate, and the power cords can be collected.
