When the practical elapsed time is shorter than the fiducial minimum time, after a steering locking ECU (40) judges that a foreign body can be exist between the lock rod (30) and the non-locking switch (42), the non-locking state is not recognized. Adopting the utility model can raise the credibility of judging that whether the utility model is in non-locking state which can proceed with the steering operating or not.
