The device comprises a hub, a driving wheel, a safety pin, an induction piece, a deflector rod and a sensor, wherein the hub is driven by a driving device to rotate; the driving wheel is rotationally connected to the hub; the safety pin is connected with the driving wheel and the hub in a penetrating mode so as to limit relative rotation between the hub and the driving wheel. The induction piece is rotationally connected to the hub, and the free end of the induction piece extends out of the outer edge contour of the hub; the driving lever is arranged on the driving wheel and is used for being in contact with the sensing piece; the transmitting end of the sensor is aligned with the rotating contour of the free end extending out of the outer edge contour of the hub and used for sending out an alarm signal after the free end deviates from the initial position to form a vacancy
