The shell cylinder jacking mechanism comprises a jacking plate mechanism and a power mechanism, the jacking plate mechanism is driven by the power mechanism, power of the power mechanism is transmitted to the shell cylinder through the jacking plate mechanism, force of the buoy pushing mechanism for pushing the buoy and the push rod assembly is counteracted oppositely, and the shell cylinder is kept static when the buoy and the push rod assembly are assembled.
