A reinforced concrete slab is arranged right above the steel plate; the two ends of the reinforced concrete plate are fixed to the upper end faces of the two reinforced concrete pile sets correspondingly. A plurality of grouting anchor rods located above the upper-layer pipeline are arranged in the inverted-trapezoid-shaped starting well.
