The axis of the winding drum coincides with the axis of the center shaft, a power part is installed on the top face of the base and is in transmission fit with one end of the center shaft, emergency braking devices enabling the winding drum to stop suddenly are arranged between the two sides of the winding drum and the two supporting bases respectively, a speed sensor is installed on the center shaft, and the power part and the emergency braking devices are electrically connected with the speed sensor. The speed sensor, the power part and the emergency braking device are all electrically connected with a controller.
