Zusammenfassung:	An ultralow-energy-consumption building outer wall penetrating pipeline system comprises a structural outer wall and a wall penetrating pipeline, a heat preservation layer and a decoration layer are laid on the outdoor side wall face of the structural outer wall, a rigid waterproof sleeve is arranged on the outer side of the wall penetrating pipeline in a sleeving mode, and the space between the rigid waterproof sleeve and the wall penetrating pipeline is filled with a polyurethane foaming agent. The outer wall of the rigid waterproof sleeve is sleeved with a circle of annular water stop steel plate, the annular water stop steel plate is perpendicular to the rigid waterproof sleeve, and a waterproof vapor-proof film and a waterproof vapor-permeable film are laid between the pipe wall ends of the two sides, penetrating out of the structural outer wall, of the through-wall pipeline and the indoor side wall face and the outdoor side wall face of the structural outer wall respectively.
