The multiple underground water distributors are arranged on the oil pipe at intervals, and a packer is arranged between every two adjacent underground water distributors; the ground subsystem comprises a ground controller, a ground encoder, a water injection valve and a ground sensor assembly; the underground water distributor comprises an underground encoder, an underground controller, a pressure, temperature and flow short section and a water nozzle short section; a water nozzle of the water nozzle short section comprises a movable valve plate and a static valve plate which have the same structure; two first water outlets are formed in the movable valve plate; the static valve plate is provided with two second water outlets corresponding to the first water outlets respectively.
