According to the main technical scheme, eight-stage regenerative steam extraction is carried out; the heater unit comprises a control valve, three high-pressure heaters, a deaerator, three low-pressure heaters and a standby heater, the first high-pressure heater, the second high-pressure heater, the third high-pressure heater, the deaerator, the first low-pressure heater, the control valve, the second low-pressure heater and the third low-pressure heater are sequentially connected in series, and the standby heater is connected with the control valve in parallel and is connected with the first low-pressure heater and the second low-pressure heater in series. The standby heater is a
