The centrifugal pump is connected to an inlet of the user side through the first heat exchanger and the steam heat exchanger, an outlet of the user side is connected to the centrifugal pump to form hot water circulation, and the hot water expansion tank is arranged between the outlet of the user side and the centrifugal pump; the heat exchange mechanism is connected to the polymerization kettle through the static mixer; the middle part of the heating medium circulating pipe is arranged in the polymerization kettle; the heat exchange mechanism is respectively connected with one end part of the heating medium circulating pipe and the first t
