An upper die base and a lower die base are installed on a press machine, an upper riveting head is installed below the upper die base through an upper fixing plate, an upper pressing block is fixed to the upper fixing plate through a pull rod, and a lower riveting head is installed on the lower die base through a lower fixing plate. A center hole is formed in the middle of the reinforcing plate, bosses corresponding to prefabricated through holes of a mounting spoke plate of the belt pulley are prefabricated on the reinforcing plate, and grooves corresponding to the bosses are prefabricated on the lower portion of the reinforcing plate.
