A gas turbine provides high-temperature gas for a waste heat boiler, so that the waste heat boiler generates medium-pressure steam and low-pressure steam; medium-pressure steam generated by the waste heat boiler is divided into four parts to be conveyed, the first part is conveyed to a medium-pressure steam storage device, the second part is conveyed to a first medium-pressure steam user side, the third part is conveyed to a residual pressure power generation device, the residual pressure power generation device is connected with a residual pressure power generation and storage device, and the fourth part is conveyed to a steam turbine. Low-pressure steam generated by the waste heat boiler is divided into four parts to be conveyed, the first part is conveyed to the first low-pressure steam user side, the second part is conveyed to the waste heat power generation system, the waste h
