A sleeve with the inner diameter larger than the outer diameter of a wind turbine module tower is arranged in the center ofthe tension leg type platform module. The vertical multi-layer fan tower clamping devices are symmetrically distributed in the sleeve, the rubber plugs extend to the wind turbine tower in a gear driving mode, the wind turbine tower and the tension leg platform are clamped and connected in a butt joint mode, and relative movement of the wind turbine module and the tension leg platform module is limited.
