The device comprises a power assembly, a traction wheel assembly and a tail rope disc assembly. The power assembly comprises a chassis, an engine is installed on the chassis, and an output shaft of the engine is connected with a coupler and connected with a hydraulic pump through the coupler. The traction wheel assembly comprises a supporting beam plate, and a traction wheel, a speed reducer and a first hydraulic motor are fixedly installed on the supporting beam plate. The traction wheel is connected with a first rotating shaft; an output shaft of the first hydraulic motor is connected with a speed reducer, and a gear of the speed reducer is meshed with a gear of the
