The equipment combines homogeneous membrane electrodialysis and electrocatalytic oxidation technologies. In the electrodialysis process, anions and cations in a solution are enriched in an electrodialysis concentrated chamber, and nickel ions serving as cations are continuously enriched in an electrodialysis concentrated water chamber and are close to an anion membrane. A nickel reduction catalyst is compounded on one side, facing the concentrated water chamber, of the negative membrane, so that nickel ions aresubjected to a cathode reduction reaction to generate nickel powder, the nickel powder circularly flows out of the electrodialyzer through electrodialysis, electrodialyzed fresh water is recycled, and metal nickel powder is
