The device comprises a front frame, a storage battery, an oil cylinder, a drive axle, a hydraulic station, a controller and an operating handle, the front frameis connected with the drive axle through an oil cylinder; the hydraulic station, the controller and the storage battery are installed on the front frame side by side, the storage battery is located on one side of the oil cylinder, the hydraulic station and the controller are located on the other side of the oil cylinder, the storage battery and the controller are both connected with the front frame in a pluggable mode, the operating handle is arranged on the drive axle, and a front fork arm is further arranged on the front frame. The layout of the whole vehicle is adjusted, the battery, the hydraulic station and the controller are arranged on the two sides of the oil cylinder respectively, the purposes of reducing the size of the whole vehicle, the turning radius and the channel width asmuch as possible are achie
