A locating sleeve notch is formed in the outer side of a locating sleeve located below a stand column locking seat, and a stand column is sleeved with the locating sleeve. The stand column locking seat is fixedly connected with a locking seat support plate extending downwards and used for being matched with the locating sleeve notch. When the locking seat support plate and the locating sleeve notch are opposite in circumferential positions, a holder is located above the area where a grinding and polishing disc is located. When a grinding and polishing head assembly descends accidentally, the lower end face of the locking seat support plate is supported by the locating sleeve, so the grinding and polishing head assembly can not descend, and the situation that the grinding and polishing head assembly accidentally falls on a case is avoided.
