The flue gas desulfurization and dust removal device comprises a boiler flue gas discharge channel, a draught fan and a turbulent ball tower, wherein the boiler flue gas discharge channel is sequentially communicated with a cyclone separator, an electrostatic dust collector, a quenching tower, a dehumidifier, a draught fan and a turbulent ball tower; a liquid bath is arranged at the bottom of the quenching tower; a pump body I is arranged on an external pipeline of the liquid bath, and is communicated with a layer of water distributor I in the quenching tower; the liquid bath is arranged at the bottom of the turbulent ball tower; and a pump body II is arranged on the external pipeline of a liquid bath II and is communicated with a water distributor II on the upper part in the turbulent ball tower.
