The rocker arm is connected with the first gear, the first gear is meshed with the second gear, the second gear is in shaft connection with the belt pulley, and the belt pulley is provided with a steel strip. When stripper rubber is arranged on a leaking point of a pipeline, by rotation of the rocker arm, the first gear and the second gear run, and the belt pulley is driven so that the steel strip is wound around the leaking point and tightened. The pipeline leaking stopping device can perform leaking stoppage quickly without production stopping, and the working efficiency is improved.
