The pumping well cross-layer separate recovery device comprises a first packer, an interlayer pipe, a second packer, a tubular pump, a sand preventing net and a plug, wherein the first packer is located between an upper oil discharge layer and a middle water discharge layer; the interlayer pipe is located on the middle water discharge layer, and the upper end of the interlayer pipe is connected with the lower end of the first packer; the second packer is located between the middle water discharge layer and the lower oil discharge layer, and the upper end of the second packer is connected with the lower end of the interlayer pipe; the tubular pump is located below the lower oil discharge layer, and the lower end of the tubular pump is connected with the lower end of the second packer; the upper end of the sand preventing net is connected with the lower end of the tubular pump; the plug is connected with the lower end of the sand preventing net.
