A circulating intelligent slurrying and grouting system preventing slurry leakage is provided with a circulating pump. A low-speed stirring circulating pipeline communicated with a low-speed stirring slurry storage barrel is arranged in a discharging pipeline of a grouting machine, and a circulating loop of the grouting machine and the low-speed stirring slurry storage barrel is constituted. A delivery pipeline at a slurry outlet of a prestressed duct communicated with the low-speed stirring slurry storage barrel is provided with an automatic slurry water-binder ratio judgment device.
