The cold-rolled silicon steel roll transversely-cutting machine consists of a tubular reel, a feeding roll, a conveying roll, a cutting machine, a discharging roll set and a length controller, wherein the length controller comprises a baffle plate, a cylinder, a base, a slideway, a connecting rod, a support and a cutting machine switch; the base is arranged on the slideway; the cylinder is fixed on the base; the connecting rod is fixed on the cylinder; the baffle plate is connected with the connecting rod through the support; the cutting machine switch is fixed on the support; a silicon steel plate moves forwards the length controller, is propped against the baffle plate of the length controller, and pushes the baffle plate to touch the cutting machine switch, and the cutting machine cuts the silicon steel plate; after cutting, the cylinder drives the connecting rod, the support, the baffle plate and the cutting machine switch to move downwards below the plane of the silicon steel plate, the baffle plate does not contact the cutting machine switch, and the cut silicon steel plate is sent into a material box through the discharging roll set.
